 Web Layout 1.1.0 documents cannot currently be opened in Maestro. There
 are plans to address the problem in Maestro 3.0, but the scope of this
 solution is just too large and complex to be seamlessly back-ported into
 the current Maestro codebase.

 So therefore, we will follow the approach of the LayerDefinition class and
 incorporate logic into the WebLayout class so that it can open and save in
 both 1.0.0 and 1.1.0 schemas.
