Comment:

 Fixed in r5699. The problem was that the LayerDefinition xsd had its own
 dependency chain of xsds which weren't being loaded and fed to the XML
 validator causing the breakdown that you described. The fix was to load in
 the extra xsd dependencies if we have determined the resource type and
 version from the xml content.
