 Ok I get that warning as well. I don't know why that happens at the
 moment, but it definitely has no negative impact on the XML validation.

 Just to prove the point, change the ResourceId element in that Layer
 Definition XML to ResourceId'''s'''

 Validate, and you'll see that it has correctly detected an unknown
 ResourceIds element, which means it has correctly found and loaded the
 LayerDefinition-1.3.0.xsd
