 Create a Drawing Source using the attached DWF in #1338

 Now call an ENUMERATEDRAWINGLAYERS operation on this Drawing Source using
 the section name that corresponds to the "Elmwood Park - RDC1 - Basement"
 sheet.

 The XML response contains many double ups of the same layers.

 Other sheets produce the same result.
