#1728: Fetch size is not set when using command even when DataCacheSize

 When executing command (MgServerSelectFeatures or
 MgServerFeatureService.ExecuteSqlQuery), if not specified, fetch size will
 always be 0. However, as user has already set DataCacheSize, we should use
 this size to avoid multiple fetch.
