 I just gave a run of the PHP Web Tier test suite on a recent trunk build
 and there were several failures relating to some general categories:

  * Differences in expected XML content
  * Differences in expected exceptions

 The last change to this test suite was made over a year ago (r5904), so it
 is evident that maintenance of the test suite has fallen behind somewhat.
