 The LocalConfigure.exe writes TempPath into where Maestro is installed.

 Given the install location is Program Files, which is a protected area in
 Windows Vista and above, all operations involving temp/session resources
 will fail.

 LocalConfigure should be writing the same path used for all paths related
 to the Resource Service
