Comment:

 Cause of item 2 is due to the GetLayerKml and GetFeaturesKml APIs
 requiring a bbox parameter passed in. The sample url in this ticket does
 not include the bbox

 This parameter is now checked for in 2.4 (r6838) and trunk (r6839)
