 So... I have a map in a folder structure \Data \Layers \Maps that previews
 OK.

 What I had done (and can replicate) is that if I copy that whole folder
 structure with right-click copy and then right-click paste so the new (1)
 project is parallel with the original...  Then the map still previews data
 OK but the layers do not show in the legend!?!!?

 I have compared the XML and can't see anything different, just the preview
 map legend is blank!
