 The FDO class name encoding/decoding scheme is not 100% consistent with
 FDO.

 A simple verification is to test the encoding/decoding method against the
 sample set of class names used
 [http://trac.osgeo.org/fdo/browser/trunk/Fdo/UnitTest/XmlTest.cpp#L306
 here]. If it doesn't pass against this set of class names, we can't really
 say that we're 100% consistent.
