 Actually the legend show only layers that are visible. For some users (
 mostly users that have ESRI experience) are confused because the do not
 know what layers are available in the maps.
 The idea would be to be able to show all layers in the legend, and
 changing the font/color of the layers that are not visible at the current
 scale.
 This would not change the actual legend, Users will have to select the
 options in the context menu to activate it.

 Patch tested on IE/Firefox/Chrome
