 Reported from Autodesk QA:

 1. Publish one WMS layer.
 2. Set the coordinate system to be EPSG:0 or none coordinate system.
 3. Run mapagent->WMS->GetMap, it throws exception.

 Expected: no exception. The image show without coordinate system
 transformation.
