 The web tier currently uses hard-coded Apache/PHP linker paths in its
 vcxproj and makefiles

 We should parameterize these paths using environment variables.

 This way, should we choose to not build MapGuide against our bundled
 Apache/PHP all we need to do is set the appropriate environment variables
 to our desired Apache/PHP paths.

 This will improve builds on Linux, where it is more preferable to tap into
 the system installed Apache/PHP rather than building our own.
