 Currently the Maestro API test runner's test suites are information that's
 compiled into the executable. For greater flexibility, such information
 should be able to be passed in from the command-line and such conditional
 tests should be able to programmatically ignore any tests that cannot be
 executed under the current environment conditions (eg. Ignore testing the
 LocalNative tests if we don't have the official MapGuide API assemblies
 with us)
