 CsMap changed the encoding from local code page to UTF-8 for a char
 pointer or string. See http://trac.osgeo.org/csmap/ticket/182

 As consumer of CsMap this encoding change need to be handled according. It
 mainly has an impact when converting characters to wide characters.
