 When attempting to edit the composite symbolization XML from the Composite
 Rule editor, saving fails because it attempts to validate the XML fragment
 against a schema that doesn't exist (we're editing a fragment of XML of a
 resource, so no such schema exists).

 As a result, in this case validation should only test for well-formedness.
