 Currently, the MentorUserDictionaryPath property is only defined in
 serverconfig.ini, meaning the mgserver process is aware of user
 dictionaries.

 However, webconfig.ini does not define such a property, nor does
 {{{MgInitializeWebTier}}} look for this property in webconfig.ini

 What this means is that outside of using the default
 {{{MENTOR_USER_DICTIONARY_PATH}}}, the MapGuide Web Tier is not aware of
 any user dictionaries the MapGuide Server Tier would know about because
 there's no way to point both server and web tier to the same directory for
 user dictionaries.
