Testing the Map Agent

When testing the mapagent using this link
http://localhost/mapguide/mapagent/mapagent.fcgi?OPERATION=ENUMERATERESOURCE
S&VERSION=1.0.0&LOCALE=eng&RESOURCEID=Library://&TYPE=&DEPTH=-1 the server
requires that I login.  Is this by design?
