CGI Error

When I follow the steps to create a package (to bring large 
data sets into MapGuide Studio) when I go into site 
administrator --> load packages I get an error.  The error 
message reads 'CGI ERROR The specified CGI application 
misbehaved by not returning a complete set of HTTP headers'.

Has anyone else had this error, and what does it mean...(is 
it bad script)?
