Development Guide

I guess the development guide has been modified?  I see differences in a
few of the pages when I compare an earlier version I downloaded.  Is
there an easy way to figure out when a new one has been put up on the
site?   Both versions have the same March 2006 date on it.   

 

Also, the examples I see are in .PHP.   No big deal, I just want to make
sure there isn't a guide for .NET or Java out there.    I'm doing my
development in C#.
