It fails trying to create the package in Studio

Do you already have the package copied to the server, or does it fail when trying to create it in Studio?

I'm trying to create a package in Studio to load the TIGER Roads for the US. The resultant SDF file is right at 8 GB. I have tried on 2 different servers - both with lots of ram and disk space and I get the same error:
 
"Specified argument was out of the range of valid values. Parameter name: size"
 
Any one know of a setting that would affect this?
