Map load times

My map is taking abysmally long to start up. It averages somewhere between
45s to a minute long to bring up a map.Note that map contains 27 layers,
none of which are visible initially. 

For example: 

When brining up in DWF viewer, mapagent.fcgi?OPERATION=GETMAP takes 52
seconds

Are other people experiencing this problem, or is it just me? Any
suggestions on how I can improve it?
