Java Layer Definition Factory ?

Is there a LayerDefinition Factory or Java API to create Layers Dynamically?
 
I notice there is a layerdefinitionfactory.php for PHP dynamic Layer creation, but I am doing Java/JSP development and need to dynamically create layers and maps on the fly.
