Technical FAQ's Section now on Wiki

I added a section for Technical FAQ's to the existing official OSGeo
MapGuide Open Source Wiki site.  It can be accessed here
http://wiki.osgeo.org/index.php/MapGuide_Open_Source

There's obviously not much there yet, but the idea is that this is a
self-perpetuating location where any user can add their own FAQ's or edit
existing ones.  Hopefully this will also be a place where the development
team can contribute as well since there are many questions and problems that
are seen again and again.
