Make sure you add Windows User Account: IUSER_ to the directory security of
the web shares including the system PHP folder. IUSER is the default web
viewing Windows account and is needed on the folders you with to web host to
your browser. Since this is a localhost (not public) you don't have to be as
concerned about security flags.
