You would have to 

1) Modify and rebuild the [FDO OpenSource]/Thirdparty/GDAL1.3 project so
that the base GDAL library is built with ECW support
2) Rebuild the [FDO OpenSource]/Providers/GDAL project to re-link with
the base GDAL library
