where is Lozalize() function?

I'm developing a multilingual site with the help of this function, but
sometimes in Win2k3 IIS 6 server the labels (span) I try to translate,
appear blank, without text (In TitleFrame and ViewerFrame).

I guest the problem is IIS 6. because in WinXP Prof. works fine.

I want to debug the code, but I don't find this function. Maybe is an
internal function in a .dll loaded in the php.ini
