There is no single formula since it depends on the coordinate system that
you need to transform the latitude longitude to.  Take a look in the API
help documentation at the MgCoordinateSystemTransform class for information
on this.  There is some PHP sample code that should get you going under the
MgCoordinateSystemTransform::Transform function.
