Trying to Load Sheboygan.mgp

Hi list, i am trying to load sheboygan.mgp, but the login page in the mapadmin folder gives me a 404 error, i tried to check if my mapagent is working fine, so i put the folowing url 
   
  http://localhost/mapguide/mapagent/mapagent.fcgi?OPERATION=ENUMERATERESOURCES&VERSION=1.0.0&LOCALE=en&RESOURCEID=Library://&TYPE=&DEPTH=-1
   
  but i get the message 
   

// Empty file.  IIS application mappings and Apache script aliases are  used to bind this file to the actual MapAgent binaries  

What am i doing wrong, i am in like no go situation ...
