After you defined the custom command, did you add it to the Task Bar Menu?

What am I missing?
After creating a WebLayout, I add a custom command (Invoke UR). I specified
all the "Setting" and the "Additional Parameters". However the command does
not show up in the Task list in Preview nor when displayed on a browser. Is
this symptomatic of the preview version?
