Yes, this is exactly the reason that the DWF viewer is inferior to SVG --  
Brad Nesom's recent series of three messages provides a good demonstration  
of the frustrations involved with managing plugins. At least this time  
around it is the browser with the majority market share that has problems  
handling content that the other new browsers can display natively.
