wms: static getcapabilty

Hello List,

at the moment i use a dyndns.org address for delivering data with wms. The problem for
the user of my wms-data is, that the dyndns.org address is dynamically renamed in my internal
servername and the output has a wrong url therefore. 

As far as i know now i need a static getcapabilies-statment within iis (Windows 2000 Server).

I don´t have any experience with this, so i need some help.
