all the files in  /usr/local/fdo-3.1.0/lib/ have the permission execute?

you have already made the tests  of FDO Provider UnitTest:
for example:
cd /home/OpenSource/providers SDFPlus/UnitTest
./UnitTest

if yes, which steps you have made in order to install and to shape FDO 3.1?
