Can you give us some details about the box you are running your VM on,
speed, ram etc?
Are the VM files saved on a partition separate from your OS?
How much memory have you allocated to the VM and how much ram does the
base system have? Can we assume the VM isn't swapping to disk to start
itself up because there is not enough ram available?
We use VM's all the time and generally don't have a problem with the
service starting regardless of Windows 2000, 2003 or XP.

Most of my Virtual Machines i run with the base OS (with the standard
services enables) not other software installed, i try to keep these
machines lean for performance and testing purposed.
