So, if he's not using the legend, setting all of the layers to not display in the legend might help, right?
 
I'm wondering if there's code that calls all of the layers on initial map load, even if they're not displayed at the initial zoom scale.  I saw some odd things with the GDAL provider that made me suspect that but haven't had time to look into it yet.
