vpsland hosts Windows & Linux Virtual Private Servers from $14 U.S. per
month. This allows you to install your own software. However I think that
you are still sharing processing power etc so I don't think it is as a
powerful solution as a dedicated server. Therefore I am not sure how
scalable a VPS is.

There are other companies that offer VPS.
