[mapguide-users] Theme/Style background colors in DWF Viewer do not display

When applying a background color to a fill style style the background color
does not display in the DWF viewer.

For example if I set a pattern of "Net" with a "Foreground" color of red and
a "Background" color of blue the background color is always transparent
instead of blue in the DWF viewer.  The background color appears correctly
in the ajax viewer.
