ODBC connections can be to CSV files:
http://trac.osgeo.org/mapguide/wiki/maestro/UserGuides/RDBMSFeatureSource

The OGR provider can also connect to CSV files (as well as TAB files):
http://trac.osgeo.org/mapguide/wiki/maestro/UserGuides/FileFeatureSource
