I can't think of a simple way to do that. One solution would be to create a polygon layer with zone polygons that represent the unions of all parcels with the same zone. Then you could label the union polygons.

Is it Possible to create label placement buffers?   Or in other words, can I
manipulate the spacing between labels on a map?

Basically I don't want a zoning-code label for each and every little parcel,
but rather have one label for a group of parcels with the same zoning.  I'm
using Mapguide Studio 2008 v1.2.
