If you can't get the MG working couldn't you go the other direction. Install MG and use its PHP and migrate your other stuff over? Sounds like it might be easier as you likely know the stuff you have configured.

depends on the os you're targeting, but since you're using iis, its safe to assume windows. Therefore, you could use vs.

where do you find a compiler?  is included with Visual Basic 2005?
