Its the runtime layer's ID, which is a guid string, and changes for each
invocation of the map.
(eg, you can't save it and use it in another session).
Selection xml looks like this:
<Layer id="layer guid">
<Class id="feature class">
<ID>base64 encoded primary key value</ID>
</Class>
</Layer>
You can have multiple <Layer> tags, multiple <Class> tags, and multiple
<ID> tags.
