FYI - I've resolved this... annd some might call this a stupid mistake
on my part but for the record here is the solution:
This problem was with IE on server 2003 and had nothing to do with
mapguide. I needed to add my localhost to the trusted sites in the IE
security settings.

Still no luck.
No exceptions or errors in the logs or funny port settings in the config
files.
I Uninstalled, deleted the existing OSGEO folder, restarted,
reinstalled, restarted, logged into the site admin again and same thing
occurs.
I also tried replacing the mapadmin with the contents of the mapadmin
folder from an MGEnterprise2010 installation where I know the load
package functions are working and the result is the same behavior - I
click load package and nothing happens other than I get sent to the top
of the page in explorer.

Hi Fraser,
Are there any exceptions logged in the MapGuide Server error log? If
the Site Administrator is sending request to the server, you should also
see entries in the MapGuide Server access log.
Do the port definitions in webconfig.ini and serverconfig.ini match? I
suspect this is not the problem but it is worth a quick check just to
make sure.
Also, did you try rebooting the machine after installation? I have seen
occasional strange behaviour with IIS not picking up system path changes
until after a reboot. If you can log into the Site Administrator, this
is likely not the problem.

Tried it and everything looks like it is pointing to appropriate MGOS
directories.
Just as a note. This is a fresh install of Win2003 Server - MGOS was
the first and only thing to be installed (outside of adding IIS).

Maybe there are issues with your PHP installation? Try a phpinfo page in
your root MapGuide folder and see if the pathing and everything is
correct. Maybe you have another php instance that is causing a conflict?

Increase the max file upload setting in your php.ini to something bigger
than your largest anticipated package. The default is 2M.

Hi,
I've installed MGOS 2.1 (.Net / IIS Configuration) and have logged into
the site administrator. The list of packages is populated as it should
be and the correct package name has been selected in the list. I select
"Load Package" and the page scrolls to the top and nothing happens.
I've been clicking around in the site administrator and have noticed
some other links that don't seem to work.
I checked the configure services and it appears that all the links are
pointing to the right spot (I used all the default directories in the
install).
Any ideas?
