Empty tiles were probably not generated any faster due to rendering not being the bottleneck in your particular case. I'm guessing the request overhead time plus the FDO query time (per layer) were totally dominating the rendering time both for empty and non-empty tiles. If you made your tiles a lot bigger, or had a lot of labeling for example, it would be the other way around. Unfortunately, making tiles bigger is not an option for web based viewing -- but another option would be to generate really huge tiles (like 4kx4k pixels) and then cut them up into small tiles as a post-processing step.

I was fighting with this few days ago. It seems, that tiles are 
generated not for the extents of the base layer being tiled, but for the 
extents of the largest layer from the map. What I had was county map, 
not very detailed, with one municipality with full detail. I wanted to 
create tiles for this very detailed part (approx. 1/20 in both 
dimensions). And the surprising part was that "empty" tiles, which are 
400 times more than the "useful" ones, were not generated faster. I 
guess Daniel is facing the same problem.
