What is the version of your MapGuide Server?
If version >= 2.1, do you have the MENTOR_DICTIONARY_PATH environment
variable, and does it point to the correct directory (which would be by
default: C:\Program Files\OSGeo\MapGuide\CS-Map\Dictionaries)
