Well, the 14,000 images do overlap a little (black lines), so I want the user
to pick the images they want to see from the folder of 14,000
I managed to create a dynamic datasource that filters the file by using the
template Jason had created at:
http://www.jasonbirch.com/fdogdal/rasterconfig.phps

I just had to add my coordinate system to the XML template and filter the
filename in the "while (($file = readdir($dh)) !== false)"  loop.

It works great now.  It points to the folder of images but updates the
config.xml (actually called "ConfigurationDocument") so that it only has a
single image listing in it.
