If anyone else is trying to achieve this I did it like so:

Create a join with the line feature source and the odbc table contining the
road conditions using mapguide studio.

theme the line layer in mapguide studio and create a different query for
each of the different road conditions that can be entered in the odbc table.
create a different color of line for each value.
