The MapTip widget in the AppDef is set to use the "Parcels" layer.  Is that
the layer you are trying to hit?

Something that I find useful when debugging maptips is to run Fiddler2
alongside my mapping application.  This way you can tell whether the MapTip
widget is firing at all when you move the mouse to a location on the map,
and inspect the contents of both the request and the response to make sure
they make sense.  This will help narrow down where the error is occurring.

I know conceptually that others use Nabble for these discussions, but it's
never at the front of my mind :) That's another great way of sharing items.
 The mailing list attachment formats are severely restricted (to save our
users and OSGeo's bandwidth).
