This may be obvious, but did you set the BOUNDS for the layer you want to
consume?

For example, the Roads for the sample data for Shboygan

<Bounds SRS="EPSG:4326" west="-87.74" south="43.68" east="-87.69"
north="43.815"/>


Also, I have had more luck with the 

http://localhost/mapguide/mapagent/mapagent.exe  url for my WMS data....
