[mapguide-users] Anonymous user

I have been able to get this to work but you have to make sure both the map and weblayout have the the anonymous user turned off. It took a little jiggling (and I had to hold my mouth just right :) ) but knowing it can be done is helpful. BTW this worked on 2.1 and 2.2.
