Ive tried to put the bin folder to system path with the same results.

When I tried to add WebUnmanagedApi.dll with regsvr32.exe I got this
message: 
LoadLibrary("d:\.....\WebUnmanagedApi.dll") failed - The specific procedure
could not be found.

is it possible that regsvr32.exe fails because WebUnmanagedApi.dll is a
dependent of another dll (osgeo.mapguide.web.dll) ?
